He was born on January 27, 1971. He is 44 years old.

He studied civil works and five semesters of Civil Engineering. He is currently in his second year of Law.

His career has been linked to the exercise of community work. He was president of the community action board of Loma de Bolívar, president of the communal action boards of Commune 9, delegate of the community action boards of Cúcuta and delegate of the Federation of juntas de Cúcuta.

In 2007 he was elected for the first time as a councilman and since then he has been re-elected twice.
