Councils in Botswana are a creation of parliamentary statutes and Gaborone City Council was established by an Act of Parliament (CAP 40:02) with a mandate to provide the following;

Primary Health Care
Primary Education Infrastructure
Secondary and Tertiary roads
Self Help Housing Agency (SHHA)
Parks and Cemeteries
Social Welfare service and community Development
Issuance of Trade Licenses and Town Planning
