To open the next size of the maze, you need to complete 3 difficulty levels of the previous size. Level 1 is a maze with a periodically appearing cross laser. Level 2 is a maze with a shooting car driving around. Level 3 is a maze with a car and a laser. The maximum size of the maze that can be opened is 15 by 15.
