The Bolsheviks created the All-Russian Extraordinary Commission for Combating Counter-Revolution and Sabotage in order to deal with the army of officials who boycotted the new government and sabotaged the orders of the Council of People's Commissars. But the party leaders quickly realized the value of the state security organs as the most important instrument of control over the country. This is how the siloviki appeared, which did not exist in old Russia.
