A CER (Renewable Energy Community) is a group of entities (private individuals, SMEs, local entities, or local authorities) including consumers, producers, and/or prosumers (parties who are both producers and consumers) whose grid connection points belong to the same territorial context (specifically, they belong to the same LV/MV substation, until the implementation of the Legislative Decree of November 4, 2021, the so-called "RED II Decree," or to the same primary substation, after the implementation of the aforementioned RED II Decree). They voluntarily decide to establish themselves in a legal form for the purpose of collectively producing and sharing energy.
