SIANCO constitutes a government initiative that addresses a latent need at the departmental level, which had already been identified by the territorial entities as a necessary action to facilitate the mobilization of goods subject to consumption taxes in the territory and strengthen control actions against evasion and smuggling, which affect the main departmental revenues.

Among the objectives of the system is the simplification of unnecessary procedures, processes and procedures in relation to taxes on the consumption of national and foreign liquors, beers and cigarettes, and with the monopoly of liquors and drinking alcohol.
