This is the Iron Butt Scoring App (pioneered by LDX), an app used to help rally riders submit their bonuses for scoring while on the road. It requires you take a picture with your regular phone camera and then select the photo through the app from your photo library. The app does look at your location where you start and stop your rest bonus and where you submit the bonus, otherwise it never looks at or transmits your location.
