LISAS was established in the year 1992 by a group of committed Academicians and Bureaucrats.

L.C. Institute of Social and Applied Sciences (LISAS), the parent organization of LISAS'IAS, is registered under the Societies Registration Act (Act XXI of 1860) having Registration No.5444-483.

LISAS’IAS is headed by Dr. Linu Chayani, founder Director. She is a highly qualified and committed academician being first class first in both BA and MA, having M.Phil. from Delhi University, a Ph.D. from Utkal University. Her innovative methods and expertise have helped a large number of students to be successful in Civil Services Examinations and also in other Competitive Examinations.
