Boalemo Regency with the capital city of Tilamuta is a district resulting from the division of Gorontalo Regency in 1999. Boalemo Regency was formed on October 12, 1999 based on Law Number 50 of 1999 which was amended by Law Number 10 of 2000 concerning the Establishment of Boalemo Regency.
The formation of autonomous regions in Indonesia is often associated with two things, namely part of the kingdom of the past and the division of regions according to Dutch colonial rules. Based on historical data, Boalemo in the 17th century was once a royal area, its territory covered the western part of Gorontalo. When the Dutch came to power the government system changed several times. In the 1925 State Gazette Number 262, the Gorontalo Residency is divided into two administrative regions, namely; 1) Gorontalo Onder Afdeling with its district Onder, covering Atinggola, Kwandang, Sumalata, Batudaa, Tibawa, Gorontalo, Telaga, Tapa, Kabila, Suwawa and Bonepantai, 2) Onder Afdeling Boalemo with its district onder, including Paguyaman, Tilamuta and Paguat.

In 1946, when Sulawesi became part of the State of Eastern Indonesia, the harmony set out in Law Number 29 of 1959 concerning the formation of Second Level Regions throughout Sulawesi. In this law, Boalemo is one of the districts in Gorontalo Regency. The status of Boalemo is valid until the issuance of Law Number 5 of 1974, which is subsequently followed by Permendagri Number 132 of 1978 concerning Guidelines for Organizational Structure and Work Procedures of the Assistant Offices of Regents / Mayors. Then the former Boalemo Authority was transformed into the Assistant Regent of the Paguat Working Area which covered five districts, namely; Paguyaman, Tilamuta, Marisa, Popayato. Looking at the history of Boalemo in the past, and taking into account the distance of control of the Gorontalo Regency government centered in Limboto, then the aspirations for the formation of a new autonomous region have developed. Moreover, at that time the support had been voiced by the Gorontalo Regent and the local DPRD, as well as the support of the Governor and the North Sulawesi DPRD before Gorontalo split into a province. Then the President of the Republic of Indonesia and the Republic of Indonesia Parliament enacted Law Number 50 of 1999, dated October 4, 1999 concerning the Formation of Boalemo District (Republic of Indonesia State Gazette Number 178 of 1999, Supplement to Republic of Indonesia State Gazette Number 3899).

Then Boalemo Regency was officially established after its promulgation on October 12, 1999. When it was established Boalemo Regency covered 5 sub-districts, namely; Paguat District, Marisa District, Popayato District, Paguyaman District, Tilamuta District ,. Seeing the development and dynamics of the Boalemo community that occurred, as well as the Province of Gorontalo having been formed, in 2003 Boalemo was split again. On January 27, 2003 the Regency of Pohuwato was established, this area was part of the Boalemo Regency which included five sub-districts, namely:

Lemito,
Marisa,
Paguat,
Popayato, and
Randangan is an area of ​​Pahuwato Regency with an area of ​​± 4,244.31 km², and has a population of 88,796 people, with a population density of 20.92 people / km² in 1997.
The formation of Pohuwato Regency also ended the polemic among the people of Boalemo Regency, because Article 7 of Law Number 50 of 1999 states that Boalemo Regency must transfer its capital from Tilamuta to Marisa in a period of five years.
