The laws in Islam basically consist of two levels, namely sharia and fiqh. The difference is that in sharia there is no need for the ijtihad of the mujtahid, because the basis is the muhkam's postulates. Meanwhile, in fiqh, we know that there are many new problems and it is not yet clear and certain about the legal position.
