SDGs (Sustainable Development Goals) Dashboard and mobile application is a data-driven interactive platform that supports tracking and monitoring of the United Nation's SDG goals in line with National Indicator Framework (NIF) & State Indicator Framework (SIF).
SDG Dashboard was implemented to monitor the indicators of the states which are aligned with the national targets. A major goal for having a dashboard was to track the progress of development in the states, to evaluate the increments/decrements rankings and to highlight the areas and themes that are successful and those which still needs improvement, SDG Dashboard was implemented to tackle all the issues at hand. The progress is also visible to public for increased visibility into the bureaucratic decisions.
The SDG Mobile Application is a view only version of the Dashboard for monitoring- SDG Wise, Department wise, Scheme wise progress. It monitors the inputs-outputs-outcomes of each indicator, status (whether state is on right track), how different schemes are contributing to achieve these targets. This will aid the state in data driven evidence-based planning and to decide the effectiveness of the schemes implemented for achieving targets and supply quantitative evidence in case new schemes are needed or old and redundant schemes needs to be dropped.
This platform is aimed for setting up a robust monitoring system to view and assess progress of all sectors, departments, and schemes through SDG framework in an integrated manner. This will help departments, administrative secretaries, and policy makers to quickly assess the progress against set SDG indicators and targets for 2030.
NITI Aayog has been entrusted with the responsibility of coordinating the efforts on SDGs with ministries and states, indicative of “whole of government” approach. To ensure uniformity in the quantitative measurement of development across all states, NITI Aayog has developed an Output Outcome Monitoring Framework (OOMF) and Ministry of Statistics and Programme Implementation (MoSPI) has prepared the draft National Indicator Framework (NIF) consisting of 306 indicators.
Punjab was among the first states to launch the actions for realising the Sustainable Development Goals. Hence, the state formulated the Punjab Vision Document 2030 to prioritise goals, overcome the limitation of segmented and compartmentalised administrative setup and redress non-holistic policy prescriptions. Consequently in 2019, Government of Punjab decided that for states to be successful in achieving the set targets, the departments should fix their individual goals by focused planning and the financial requirement to achieve the targets should be documented.
The digital solution aims to strengthen the governance reforms by bringing more transparency (how the government is functioning on development agenda) and accountability (key performance parameters of key functionaries). The final decision was taken considering the Scope of the Work (comprehensive software will require strong bureaucratic decision making and coordination with all departments), the level of interference so as to not disrupt the autonomy in the departments, the key parameters that are to be monitored by the Planning Department.
The dashboard is enabled to provide information on the state level and district level. At the State level the performance of state on all the national level indicators and state indicators for the past three years (since the inception of SDG framework by NITI Ayog). The data can be visualized goal wise and department wise. The system also enables the user to view the trend of performance of the state on specific goals and indicators. At the district level the district indicators are used to access the progress of districts. The district framework is used to measure the progress of the districts comparing it with their previous performance as well as with other districts.
