Law 61/1991, for ensuring the climate of public order and peace necessary for the normal development of economic and socio-cultural activity and promoting civilized relations in daily life, citizens are obliged to have a civic, moral and responsible behavior, in the spirit of the country's laws and of the norms of social coexistence.
