Bhabinkamtibmas is a National Police Officer on duty at the village level whose job is to carry out the Pre-emptive function by partnering with the community.
Bhabinkamtibmas has the following functions:
• Conduct a visit / symbol to the community to listen to the complaints of the community members about Kamtibmas problems and provide explanations and solutions, maintain friendship / brotherhood
• Guiding and counseling in the field of law and Kamtibmas to increase legal awareness and Kamtibmas by upholding Human Rights (HAM)
• Disseminating information about Polri leadership policies relating to the Maintenance of Security and Public Order (Harkamtibmas)
• Encourage the implementation of social security programs in protecting the environment and community activities
• Providing police services to people in need
• Mobilizing positive community activities
• Coordinate efforts to develop Kamtibmas with village / kelurahan officials and other relevant parties
Considering that the function of Bhabinkamtibmas is very important, it is necessary to use technology to assist officers in carrying out their duties, where this technology can be used for storing data on reports and delivering news fairly quickly. With the development of Android technology that is quite rapid, Yogyakarta Police seeks to improve the facilities and infrastructure of members of the community by making an Android-based reporting application.
This application is used by members of binmas in the context of reporting on activities carried out every day, while the activities reported include:

• Population Symbols
• Information Report
Results Reporting by members of the binmas in the field can be quickly monitored by leaders for the ANEV process and also giving awards for active members and also reprimands for passive members.
