Welcome to the "ANDROID XSVF player over FTDI"!
With this app you your Xilinx FPGAs can (and other chips, assuming that it has XSVF files are available) upload or program using JTAG. Also necessary is your Android smartphone / tablet and a FTDI chip with Bitbang-mode support (tested with a FT2232H).
The XSVF Player is based on the j2xx FTDI, so NO ROOT privileges are required.
Verified with Iconia A210 Android Tablet (Android 4.3.1) + + PicoTAP Spartan3 ..
JTAG Adapter:
The player with the popular JTAG tools (such as the Amontec JTAGkey or PicoTAP) compatible.
Altered VID / PIDs are also supported.
