The Law on Strategic Planning (SP) was adopted in the Russian Federation. It replaces the Law on State Forecasting and Programs for the Socio-Economic Development of the Country.

The key idea of ​​the new law is to create a legal basis for the development, construction and operation of an integrated joint venture system in the field of socio-economic development and national security of Russia.

The joint venture is carried out at the federal, regional and municipal levels.

It is important to extend the forecasting and planning period beyond the budget cycle (3 years). Therefore, the new law regulates the adoption and implementation of medium-term (3-6 years) and long-term (more than 6 years) decisions within the framework of interrelated tasks subordinated to a common goal.

The powers of the JV participants - the head of state, the Russian Security Council, the Accounts Chamber of the Russian Federation, the Government of the Russian Federation, the Central Bank of the Russian Federation, the Federal Assembly of the Russian Federation, etc., have been prescribed, the hierarchy and content of the JV documents have been defined. The latter, in particular, include the forecast of the scientific and technological development of our state, the national security strategy, the spatial development of the country and the socio-economic development of its macroregions, the state armament program, the territorial planning schemes of Russia and its subjects. Associations of trade unions and employers, public, scientific and other organizations can be involved in their development. There is a mandatory state registration of joint venture documents in a special register. Their projects are publicly discussed. A federal information system of the joint venture is being created.

Particular attention is paid to monitoring and control over the implementation of the joint venture documents.
