The Code of Administrative Procedure of the Russian Federation (CAS RF) is a codified regulatory legal act (federal law) that establishes the rules for the consideration and resolution of administrative cases in the Russian Federation by the Supreme Court of the Russian Federation, courts of general jurisdiction and justices of the peace, in particular, on the protection of violated or disputed rights , freedoms and legitimate interests of citizens, rights and legitimate interests of organizations, as well as other administrative cases arising from administrative and other public legal relations and related to the exercise of judicial control over the legality and validity of the exercise of state or other public powers.

The CAS of the Russian Federation is not applied when considering cases of administrative offenses and cases of foreclosure on funds from the budgets of the budgetary system of the Russian Federation; cases arising from public legal relations and referred by federal law to the competence of the Constitutional Court of the Russian Federation, constitutional (charter) courts of constituent entities of the Russian Federation, commercial courts or subject to consideration in another judicial (procedural) procedure in the Supreme Court of the Russian Federation, courts of general jurisdiction.
