Federal law establishes a partnership model of relations between the police and society; clearly defines her rights and obligations, the legal status of her employee; frees the department from unusual, as well as duplicating functions.

The main directions of the police activity have been adjusted taking into account modern conditions. This is the protection of the individual, society, state from unlawful encroachments; prevention and suppression of crimes and administrative offenses; detection, disclosure of crimes, inquiry in criminal cases; search for persons; proceedings on cases of administrative offenses; execution of administrative penalties. The police are responsible for ensuring law and order in public places and road safety; control over the circulation of weapons, private detective and security activities; state protection of participants in criminal proceedings. The department will continue to protect objects (including on a contractual basis) and carry out forensic activities.

Functions duplicating the competence of the FMS of Russia have been excluded from the list of powers. The rights of the police in the sphere of conducting inspections of the financial and economic activities of organizations are limited. It is allowed to request data on transactions and accounts of individuals and legal entities only when detecting and suppressing tax crimes.

Communication between police officers and citizens should be personalized. The law establishes the duty of a policeman when a citizen turns to him to name his position, rank and surname.

The procedure for applying coercive measures is regulated. The detainee's right to the services of a lawyer and an interpreter has been secured from the moment of detention. The right to 1 telephone conversation with relatives is provided. The limits, conditions and procedure for the use of physical force, special means and firearms are fixed. An exhaustive list of grounds for entering residential and other premises has been established.

Particular attention is paid to the legal status of employees. Access to the police is closed for convicted persons and persons whose criminal prosecution has been terminated on non-rehabilitating grounds. Upon entering the service, one must undergo a psychophysiological examination, testing for alcohol, drug and other toxic dependence, as well as a test of moral, psychological, business and other qualities necessary for an employee. In the future, each police officer will be periodically checked for knowledge of the current legislation.
