This is language enabler app.
There is no language in device language settings, use this app, you can get more locale.
This app can change locale always English, when current locale is other languages.

How to set locale?
1. "adb shell pm grant dogfooderz.com.morelocalesbyenglish android.permission.CHANGE_CONFIGURATION"

2. Input language you want to change
3. Select language from list
4. Then, you can set locale.
