The Regional Council is the body of the Region that exercises the legislative function, helps determine the political direction of the Region and carries out control functions on the activity of the Executive.
It also carries out any other function or activity attributed to it by the Constitution, the Regional Statute and national and regional laws. It has broad forms of autonomy, and in particular its own budget, its own organizational system and its own staff, distinct from those of the Executive.
Among the various functions, prerogatives and activities carried out by the Regional Council, the following stand out: the possibility of presenting legislative proposals to Parliament; establishing new municipalities in its territory, following consultation with the populations concerned; electing its own delegates for the election of the President of the Republic; deliberating to request the holding of referendums on constitutional laws or laws repealing national laws.
The first elections of the Councils of the Regions with ordinary statutes were held in 1970. According to Article 122 of the Constitution, as amended by Constitutional Law No. 1/1999, each Region can determine its own regional electoral system, in compliance with the fundamental principles established by the law of the State.
In Lazio, a system currently in force provides for the direct election of the President of the Council - who the Regional Statute qualifies as President of the Region - and on the other hand the simultaneous election of regional councilors through a proportional system that also provides for a majority bonus, the effects of which are to allow the winning coalition of parties to always have the majority of councilors in the Regional Council.
In particular, Regional Law No. 2 of 2005 established that the Regional Council of Lazio is composed of 50 councilors, of which 40 are elected on the basis of competing constituency lists, and 10 are elected with a majority system, on the basis of regional lists.
The regional list is composed so that there is at least one resident candidate for each of the provinces of the Region and that both genders are represented equally. The elected President is a member of the Regional Council by right.
The Regional Council of Lazio liaises with the Councils of the other Regions through the Conference of Presidents of the Legislative Assemblies of the Regions and Autonomous Provinces.
At European level, the Presidents of the Regional Councils participate in the Conference of European Regional Legislative Assemblies – Calre Europa.

Within the scope of the Guidelines on the process of management and optimization of the institutional communication of the Regional Council and in light of the reorganization and rationalization of the institutional communication process, the new App of the Regional Council of Lazio has been designed. From a smart living perspective, the main objective of the new app is to expand the possibilities of using the contents of the website of the Regional Council of Lazio. The new mobile application has the following features:
