Resident e-Direct Platform (www.juminegov.go.kr) is a non-face-to-face online service that allows residents to directly request and sign local ordinance initiatives, referendums, and recall votes.

Resident e-Direct can be conveniently used on various devices such as mobile, tablet, and PC, and can be used safely because it goes through the processes of joint authentication, simple authentication, mobile phone authentication, and biometric authentication for identity verification and authentication.

1. Request for resident ordinance

- Residents' Ordinance Request is a system in which residents can directly request for enactment, amendment, or repeal of ordinances necessary for their area.
- Any local resident over the age of 18 who is registered as a resident in the jurisdictional district and any foreigner who has passed 3 years from the date of acquisition of permanent residence status, who is registered on the alien registration card, can file a resident ordinance.
- In accordance with the signature requirements that subdivided local governments into 6 stages by population size, the requested resident ceremonies will be officially claimed when the number of signatures stipulated by law is secured.
- In e-Director, you can file a resident ordinance and sign a claim that has jurisdiction over your area of ​​residence.

2. Request for referendum

- The referendum request is a system in which residents directly decide through voting on major decisions of local governments that place an excessive burden on or have a significant impact on residents.
- Requested referendums will be officially claimed when the number of signatures exceeds 1/20 to 1/5 of the total number of referendum applicants (announced by the head of a local government in January of each year).
- In e-Director, you can request a referendum, and you can sign a claim that has jurisdiction over your area of ​​residence.

3. Request for a recall vote

- The request for a recall vote is a system in which residents hold a recall vote on elected officials in the relevant area and, depending on the result, dismiss them before the end of their term of office.
- Elected public officials subject to recall include Mayor/Do governors, Si/Gun/Gu heads, and local council members.
- In e-Director, any local resident can sign a recall request registered by the Election Commission.
