Today’s online base transaction is most useful for all institutions, including forms that provide various types of services and are easy to use such as government, establishment, jobs, employees, etc. knowledge responsiveness and sharing of information, informed monitoring, network communication, effective collaboration between different individuals, and intelligence gathering. Using smartphones information or notification are easy and quick to deliver to individuals unlike the manual it is hard and difficult to spread the news, especially in barangays. barangay is the smallest government sector in the Philippines, which is the local Filipino named for a village or community. It is governed by elected officials. Due to increasingly rising modernization and emerging technologies, in order to provide a better service, barangay operations must keep peace with this new form of technology.
Unfortunately, this kind of modern technology is not yet able to be incorporated by most of the barangay. The barangay uses manual paper processing and manual processing to provide information to its residence. One of the problems in common barangay especially in relaying information about safety and precautionary system they used manual and long process to inform their residence, sometimes some of the residence are not yet updated and not aware in some information and sometimes cause of misunderstanding between barangay and residence.
This system will provide an easy and timeless information for the residence in the said barangay. The said system will be a guide to a close relation of barangay and their residence, the information is automated and can’t cause so much time. This system will be a solution to the problem of barangay, it will help the both side and information will be updating any time that can’t be time hazard to everyone.

The general objective of this study is to create the Smart Kapatagan focusing safety and precautionary measure system with geographic information system using web and mobile technology. Particularly, the researcher has identified the following specific objectives:
1. To develop a web-based technology to barangay Kapatagan that has a module console that barangay services are accessed for the following:
1.1. administrator (Barangay Chairperson/Punong Barangay/Sanguniang Barangay Technology Chairperson); and
1.2. end-users (resident).
2. To develop a mobile application to barangay Kapatagan that has a module console in Barangay safety and precautionary measure functionality for the following:
2.1. administrator (Barangay Captain/Barangay Secretary); and
2.2. end-users (Resident);
3. To develop a module in a web platform that has the following functionality:
3.1. access community information;
3.2. update incident support geographic information; and
3.3. view information through geographical mapping.
4. To develop a module in a mobile application that has following functionality:
4.1. auto-update internal database; and
4.2. view geographical maps of the incident.
5. To capture feedback via evaluation from the end-users (resident) and administrator (Barangay Officials and Barangay Health Workers) in terms of;
5.1. ease of use; and
5.2. system capability.
