Frisbee is the official operator for accepting payments from the URC and +1500 federal and local organizations in Yekaterinburg, Pervouralsk, V. Pyshma, Sredneuralsk, Berezovsky, Voronezh, Murmansk, Izhevsk.
This is a universal solution for paying bills for any housing and communal services, EKARTU, education and communications, as well as timely transmission of meter readings. Available payment methods: SBP, Peace Pei, bank card.
Services that can be paid in the application:
- Housing and utility services (cold and hot water, electricity, heat supply, water disposal, gas supply, garbage removal, intercom, major repairs, HOA/UK services, etc.);
- Educational services (kindergarten, school, meals, sports clubs and music schools, college, university);
- Transport cards (ECARTA, Strizh, Map 51);
- Traffic police fines;
- Communication services (mobile operators, Internet, cable TV, telephone);
- Insurance (voluntary home insurance, MTPL policy, mortgage insurance).
Main features of the application:
- pay utilities and any other services remotely;
- after making a payment, view and save the receipt electronically;
- transmit readings from metering devices;
- track rent payments for one or more addresses;
- receive an electronic receipt for housing and communal services;
- receive notifications about new charges for housing and communal services and other services by phone;
- choose a convenient payment method: by bank card, via SBP, auto payment.

RENT
To pay for utilities, select an organization in the search bar and indicate your personal account number, or scan the QR code from the receipt.
Add payments to your personal account in the “My Payments” section and track rent payments for several addresses.
All payments can be made at the same time; to do this, select the necessary services for payment.
TRANSMISSION OF READINGS
To make it easier to transmit readings, you can turn on a flashlight. The easiest way to enter reading data is from photos of metering devices using the Freeing Time neural network. If it’s time to check the meters, we will inform you 3 months before the expiration date of the devices.
EKARTA
There are 2 replenishment options available:
- with delayed recording of trips to the card: after payment, activation of the balance is required during a trip on public transport
- using NFC technology: replenishment will take about 1 minute, which makes life much easier. Now you don’t have to stand in line at the cash desk or additionally activate payment in transport after the delayed online replenishment of EKARTA.
To top up your EKART using NFC technology you need:
1. Go to the “Transport Cards” section and add your EKARTA or select from those already added
2. Click on “Instant NFC top-up” and then follow the prompts on the smartphone screen: attach the transport card to the NFC antenna of the smartphone and do not remove it until reading is completed. After this, a screen appears with details for this EKART
3. Make a payment for the required amount using one of the proposed methods.
4. After successfully completing the payment, select “Go to record” on the screen. If the payment has not yet been processed on the Ekarta server side, wait until the payment is loaded, as a service message will tell you on the application screen.
5. Next, attach and do not remove the EKARTA until the end of the replenishment recording.
Done, the data is recorded on EKARTA. The balance in your Frisbee account will be updated within an hour, and you can use this card right away!
In addition to EKARTA, with delayed recording of trips, replenishment of Strizh (Izhevsk) and Card 51 (Murmansk) transport cards is available.
