Line 39300 is a direct two-way online communication platform between citizens and the different municipal services that allows reporting incidents of deficiencies on public roads due to deterioration or poor conservation of urban elements and furniture, favoring citizen participation and streamlining procedures.

Through the collaboration of residents, the City Council will be able to learn in real time of incidents that affect public roads and resolve them quickly and effectively. The citizen will be able to communicate them via email, Web, telephone and also through the APP

In addition, the platform allows you to publish the City Council's own content, both in the app and on the Web, among others, news, events, alerts, points of interest. It also allows you to carry out personalized surveys for citizens, obtaining statistics on the results obtained.

The platform is made up of:
- A Web portal with information and content on environmental issues that citizens can use to send queries and suggestions and, likewise, report any incident related to the environment or street furniture that they detect on public roads.

- A mobile application for citizen communication with the Torrelavega City Council that allows real-time communication of incidents detected on public roads. In order to use this incident communication tool, it is necessary to download the application, which is completely free and available for the main Android and iOS environments.

The application will request the following data: - Type of Incident - Location - Photography (optional) - Comments (optional). When the user sends the incident, they will receive a notification immediately, confirming that it has been successfully received at the City Hall. At that same moment, all personnel involved in the processing will be informed by email. The system must assign a code to the incident, for better identification of it. It will also communicate the new notice through a notification to the incident management app, to the personnel involved who have said application installed. The user will be informed at all times of the evolution of their incident, and can consult all the information from the History screen. On this screen all the data of the incident will be shown, along with the registration date, and you will also be able to see all the evolution that it has been having, as it moves to the different states, each one with the comments of the City Council that they have considered appropriate. , as well as with photos of its resolution, which the Torrelavega City Council may optionally attach.

- An environmental query service for citizens. These channels will be mainly through a form on the Web portal, mobile application, email and a telephone number. These queries will be responded to within a maximum period of 24 hours. The minimum opening hours will be Monday to Friday from 9:00 a.m. to 5:00 p.m.

- An intranet for managing and receiving communications for the Torrelavega City Council.
