Currently, the management and leasing of roadbeds and sidewalks in Ho Chi Minh City still have many inadequacies, leading to ineffective use and lack of control. Many areas were spontaneously occupied, causing urban disorder, affecting traffic safety and reducing the city's aesthetics. In addition, the lack of transparency in the licensing and management process has created the risk of abuse of public space, causing inequality between organizations and individuals.

Based on Decision No. 32/2023/QD-UBND and Resolution No. 15/2023/NQ-HDND, the "Sidewalk Toll Collection" application was developed to improve efficiency and transparency in urban order management. market in Ho Chi Minh City.
