MERITS is a role-based application on the Health Commerce System (HCS) that was designed to track medical countermeasure inventory for the New York State Department of Health (NYSDOH) and Local Health Departments (LHD’s) in New York State (NYS).
An active HCS account is required to gain access into the mobile application, which allows users to perform certain functionality from the web application.
